The easiest approach to guarantee that you can travel the border between the United States and Canada during COVID-19 is to help ensure that you are completely vaccinated to avoid any difficulty or inconveniences.
Accordingly, DHS announced at the beginning of 2022 that all non-U.S. citizens attempting to enter the country via land ports of entrance and ferry terminals at the U.S.-Canada borderline must be fully vaccinated for COVID-19 and present pertinent vaccination documentation.
However, there is a possibility you may still be able to cross the borders or apply for a visa even if you’re not fully vaccinated or if getting immunized is not an option for you. However, there are some different conditions and only a few exclusions to this regulation.

Can I Still Apply for a US Visa If I Am Not Fully Vaccinated?
A general exemption of the COVID-19 vaccination requirement may be appropriate in certain situations. Therefore applicants in the following situations do not need to provide proof of receipt of the COVID-19 vaccine(s):
- Candidates who are under the minimum age requirement (now Twelve years or younger)
- Individuals with a proven reason for the COVID-19 vaccine should not be injected.
- It is not frequently reachable. Obtaining the vaccination would be severely delayed if the COVID-19 vaccine is not frequently available where the civil physician practices or if it is accessible but in limited supply.
- Convictions arise from morality or faith. By submitting an exemption request to US Citizenship and Immigration Services, individuals with moral or religious convictions may be granted a vaccination exemption (USCIS). This type of waiver will be approved or denied by the USCIS, not the civil surgeon or the CDC.
The evaluating physician will note that the vaccine requirements are not met and that the candidate rejects vaccination if the applicant refuses the COVID-19 vaccination. In addition, such individuals are disqualified for a green card or immigrant visa since they are not allowed to enter the country.
In consideration of this vaccination obligation, candidates for immigrant visas and green cards must plan to finish the immunization course to avoid delays.
Lastly, applicants eligible for one of the blanket exemptions should have their papers prepared in advance to expedite the process. Although the duration of the COVID-19 vaccine(s) requirement is currently uncertain, early preparation is crucial.
I’m not fully vaccinated. Can I still apply for a Canadian visa?
Since January 15, 2022, all visitors and immigrants to Canada must be completely vaccinated to enter unless they are exempt. Those who are excused consist of the following few individuals exclusively:
- People with a history of severe allergic reaction or anaphylaxis to any COVID-19 vaccine component or pre-existing disorders.
- Restrictions on starting a COVID-19 vaccination series from AstraZeneca or Janssen
- Adverse reactions to the COVID-19 vaccine injection (AEFI)
- Exclusions for human rights. Most petitions for exemptions from the vaccination requirement will be based on religious beliefs. Creeds, as defined by the Code, can include religious convictions and nonreligious belief structures resembling religion.
- Some agricultural and food industry workers
- A few recent permanent residents
- Marine personnel
Remember that petitions for medical exemptions must be accompanied by supporting evidence from a professional doctor. Suppose they receive a national interest waiver from the foreign affairs minister. In that case, the ministry of immigration, refugees, and citizenship or the ministry of public safety and emergency readiness, foreigners who are not fully immunized may also be permitted to enter Canada.
